US President Barack Obama on 23 February 2016 presented his plans to close the Guantanamo Bay detention centre in Cuba. Obama announced to close the facility when he took office in 2009, but his efforts have been hindered by Congress. The facility, located on a US naval base on the island, has housed terrorist suspects since shortly after the September 11, 2001 terrorist attacks, and Congress has blocked efforts to bring any detainees to the United States.
